Vieques is just an amazing place and we couldn't have found more accomodating hosts than the folks at seagate hotel. Penny & co. made us feel right at home. If you want to use a tour guide, your most reliable is the group that runs the electric pontoon boat. It's called Mosquito Bay for a reason...be prepared to be popular with a lot of mosquitos near the shore. They ease off when you get out into the bay. Do NOT wear insect repellent.
