This is a fully functioning business hotel refurbished to "western" standards. Make sure you get a room with a square view; the street theatre is far more entertaining than anything you'll find on the TV! The City Hotel would be considered a budget hotel in most parts of Europe, but by contemporary Tirana standards it is mid-range.
