The beach at Taganga is vastly over rated. If you've never travelled outside if your home country I can see that it would have some appeal but there are vastly better beaches and beach towns elsewhere in Colombia.
Taganga has a party scene but it doesn't have much else going for it.
If you're staying in Santa Marta it's perhaps...

I absolutely fell in love with this little town, a quick 20 minute drive from Santa Marta. It sits on a great, active bay that has decent sand and calm waves. It is a fun little party town where people hang out at the beach during the day and then hit the few bars/clubs up at night and then carry...
