The views from the Promenade des Gouverneurs are fantastic. It is a little daunting when you come to the base of the stairs (Note: it is accessed by walking down the Dufferin Terrace away from the Chateau Frontenac). La Promenade des Gouverneurs provides some of the best views of the river. The promenade wraps around one side of the citadel and if you walk the wholevlength of the promenade you will reach the entrance to the citadel.
