The entrance to the terrace is 2€ and they're totally worth it. I am a Madrid Tour Guide and I almost always include this in my tours, travellers love it and you can spot an amazing amount of important buildings from here, for instance:

The Bellas Artes Center usually has an art exhibition going on. The interior has some good pieces of sculpture and there is a popular cafeteria there too. The bookstore has many art books on sale.

The Circulo de Bellas Artes is a public art center a few steps from the Prado and Banco España towards Puerta del Sol. It occupies a rather nice Art Deco building.
