Yes, 45kr isn't that much for an observation tower, but really this isn't the best place to get the "eye in the sky" feel for Stockholm. That, in my opinion, is Restaurang Himlen, which is on the penthouse level of Skrapan in Södermalm. It's much nicer, but you'll need to shell out for drinks (worth it, even at Stockholm prices)....
