The best view of the Palace is to walk down from Piata Unirii down the Bulevard Unirii (their "Champs Elysees") towards the Palace. At first, I did not see what the fuss is all about. The tour of the Palace itself was quite interesting and worth the time - of course it's bombastic, so while the craftsmanship is superb, it's neither artistically beautiful nor bizarre and quirky, so it left me slightly cold and I don't remember the guide being rivetting.
