Hengchun is popular because of its old city wall, parts of which are still standing. It's not that impressive. It's a dusty, ugly workaday town with very little to offer, save for supermarkets and noodle shops.

Popularized by the famous movie Cape #7, the often overlooked Hengchun Old Town is every bit as genuine and charming as in the film.
