i visited the museum on a thursday and i was happy to see it flooded of locals interested in european art :) i also liked permanent collection. everything was very well organized. i would come back if i was in town again!

The Nagoya City Art Museum is located right in the heart of the city, often with major exhibitions, and within walking distance of a number of other attractions and public transportation.
