A great place to walk and mosy along near the water. Places for eating nearby and one can even take a ferry (8 minutes) across to Shimonoseki. 390 yen one way, 780 return.

Lots of cafes, and places to walk. There is also a tower with great views of Honshu and the surrounding hills.

I visited there in Feb 2012. Though it was not snowing, the cold wind was blowing and I quickly walked around the area (about 15mins) and left.
