The view is the whole trip. On this highest point on the island of Saipan the location itself is rather bleak and windswept. Can be full of Asian tourists and tour groups on ATV's and 4-wheelers making the drive up very dusty

excellent views of entire Saipan. We hiked the road - easy uphill hike. can drive to the top with good all wheel drive too. Some very good WWII history at the top as well
beautiful views all along the drive. Such diversity on such a small island! Be sure and see it all!
Though Mt. Tapochao is not really high enough to be up in the clouds there are times when the clouds are low enough to cover the mountain top.
Obviously the best day (and those are most) is when there isn't a fog over the mountain.
That said, the view from the top is dazzling.

It was alright if you like exporing over rough roads to high places but it just takes you up to where the radio towers are; you can get good views and rough roads to drive lots of places on Saipan without the tourist traffic.
Highest place on the Island of Saipan. View the whole island from one point and take a 360 degree picture. Nice place to see the sunset. Also see the neighboring historic island of Tinian where the famous Enola Gay took off.
The best time to go is prior to the sunset and/or sunrise. The weather is great and the 360 degree panoramic views are well worth the drive.
