Which is the best loop? In terms of being close to the beach, and avoiding the worst of the mosquitoes? Also, can you recommend if early Sep or sometime during Oct is best in terms of weather and crowds?

From what I can remember most of the loops have a portion that runs along the beach access side, so I don't think there is a better loop for that, just make sure when you pick your site, that you're looking on the campground map for where the beach access trails are (they're marked), and pick a site close to those (I usually pick sites based on proximity to both bathrooms & beach access). We really didn't get many mosquitoes, but it was windy when we were there.

I was surprised that in mid-July there were as few people as there were... so I'm sure September or October you will have even less because of schools being back in session.
