I stayed at the Hibiya Park hotel in the Shimbashi area of Tokyo and I have to say I found it very good value for Tokyo. The room (a twin) was probably the largest of various hotel rooms we stayed in during our visit to Japan, with a good size bathroom (Japanese style but great) and even a separate (Western) toilet. The hotel is only a little over 40 rooms in total but the staff are very friendly and helpful (and speak a little english). Rooms were clean and serviced daily. In terms of location it is only a short walk to Shimbashi station so we found it easy to find based on the map on their website - its also very near lots of restaurants as well as next door to a 7-Eleven store which has an ATM for international cash withdrawals. In effect the hotel is in a 9 story bank building (they have the top 5 floors) and it is relatively quiet despite it being near a main road.
