I walked to the Ibis outside of Brussels Midi, which was out of my budget, but the friendly staff there directed me to Euro Capital. This was good value. I would not describe it as 3 star as the bar was closed and staffing levels seemed very low. However room was superbly appointed, perfectly clean too. All very modern.
