Located just one block from the marina and the bus station in the center of Portimao (on the edge of old town Portimao), is the Residencial Santa Isabel. My wife and I stayed at the Residencial Santa Isabel for two nights -- September 21 and 22, 2008.
Located above a restaurant, there are not very many rooms (maybe 10?). Our room was number 108 and it consisted of a very hard double bed, small washroom (just a shower, no bath), and a small tv. There was no telephone and no air conditioning. At 40 euro for each night (approximately $60 USA dollars a night), the cost of the room was good for the Algarve district of Portugal. Very noisy outside and very hot in the room. You can walk to most attractions in minutes and there are many good restaurants and bars near by.
Ranked as a two star property, the Residencial Santa Isabel is better than a hostel but not as good as a North American Motel 6. Try it if you are looking to save money and noise is not an issue for you.
