All things considered (relative budget price, cleanliness & amenities), the Penzion Best IS probably your best bet for an enjoyable stay in Olomouc. It offers several categories of rooms, the standard/economy class being more than suitable for the frugal traveler.....simple and totally functional rooms with ensuite shower & toilet.
No exterior charm here, since the shared structure is simply a nondescript multi-level commercial building. The main central square is a safe & easy <1 mile walk away. A large supermarket on the front of a sports stadium complex is directly across the (busy) street.
A (non-hostel) place of this caliber of quality, cleanliness & condition would easily cost 30% - 40%+ more within closer proximity to the Old City Center......for which you may get a "quainter" structure....
Oh yeah, a large buffet-style breakfast is included with a stay at the Best Penzion....NOT a given in this part of Europe.
