I have been to Parnu before and stayed at a very nice hotel called the Astra, very clean, comfortable and friendly and for £30 a night for a twin room you can't go wrong.
Unfortunately we decided to try the Spa Estonia hotel this time which is also the same price. The hotel actually has three buildings but the website definately does not show the rooms at the Park building where we ended up.
The hotel feels like a hospital and made us feel very uncomfortable. The rooms were fairly clean, very basic with odd furniture and decoration. The curtains were a very think piece of cloth hanging at the window. All in all it was a really depressing place. We sat in the room for 10 minutes and then decided that we could not stay here for our 3 night trip.
The receptionist was very polite and gave us our refund, she told us that this was the cheapest hotel in Parnu and this is what you get. If you want a cheap hotel in Parnu that is comfortable try the Astra.
