I paid over and beyond what the Serena Kigali is worth and too much more than other hotels in the area for the supposed comfort and security. I am wiling to pay so much more, to be safe and secure. This supposed to be one of the top hotels in Kigali. You can do much better elsewhere for 1/2 the price. Reception was "too busy" to exchange currency. The Serena hotel is owned by the Aga Khan and there are many chains throughout East Africa.
