The Kigali Serena is definitely the best hotel in town. Although pricy, rooms are spacious and most of them overlooking the nice pool area. Breakfast is abundant, and there is a wide range of continental and indian dishes available in the hotel restaurant. I paid over and beyond what the Serena Kigali is worth and too much more than other hotels in the area for the supposed comfort and security. I am wiling to pay so much more, to be safe and secure. Only one night stay during business trip; hence limited comments: Seems it is the best hotel in Kigali indeed.Excellent service, incl welcome drink during late check-in and very late dinner (last guests, well after midnight and yet the staff was very attentive), the food was standard; nothing fancy, but some nice local touches (e.g. fantastic fruit). This supposed to be one of the top hotels in Kigali. You can do much better elsewhere for 1/2 the price. Reception was "too busy" to exchange currency. If you are a business traveller this hotel is for you. If you are on holiday and want a place to relax and friendly service its not. The Serena hotel is owned by the Aga Khan and there are many chains throughout East Africa.
