We paid $US 100 per night to be in the middle of downtown Thamel. The location is awesome and the staff very friendly. Unlike a lot of Nepalis they understand the concept of service. OK - considering that it is a budget hotel I would think 2 1/2 star will probably be more appropriate rating. If you are looking for a hotel in the middle of the touristy Thamel district then Vaishali's location is a big plus. The lobby and staff is good too. Hotel Vaishali being situated in the heart of the happening tourist place is its only plus point while marking on it. A famous proverb in hindi “Uncha makan, pheeka pakwan”. Once you go past the reasonably pleasent reception area it all tends to go downhill.
