My friend and I were backpacking (with hotels) through the Caucasus and stayed in two hotels in Baku. The Atropat was excellent! Globally it's 3.5-4 stars but in Baku I'd say it's 5 stars. The room was a standard size for a European double (two beds). The bathroom was clean and modern, TV was new and had 50 channels. It is located in the old walled city, very close to everything. The staff all spoke English and were VERY helpful. They even wrote out instructions to the ticket saleswoman at the train station for us (we don't speak Azeri). Also, the hotel organized on of the best drivers I've ever had. His name is Faisil (Faisal). Ask for him if you're ever there. The country's tourism industry is almost not exsistent, but he took us to the Fire Temple (Astegah), the wall of fire (Yanar Dagh) and the next day to the Petroglyphs and a mosque.
