This is a fully functioning business hotel refurbished to "western" standards. Make sure you get a room with a square view; the street theatre is far more entertaining than anything you'll find on the TV! Rooms were clean, staff was friendly and helpful. Wifi in the lobby, in the room internet is with cable. It is a bit expensive, but you get a good international standard hotel.
