We are a Group of Businesstravlellers and went in early January 2013 for a couple of Days into this Festa Hotel in Sofia. Very good hotel. I've only spent one night there, but I think I will return next time that I'll visit Sofia. The price was under 60 euros, which is good for a 4 star hotel. The location is convenient, close to the ring road and the new Bulgaria Mall.
