Kozatsky is a former USSR military guest house for officers. I thing nothing has essentially changed since that times. The same atmosphere, the same rooms, the same staff. I've stayed in kozatsky 4 times, the only selling point of it is the location. it is great value to be able to walk from the hotel to the main tourist locations of kiev especially as the hotels around it cost a fortune.
