The hotel is dead center which means that you do need to keep your windows closed for it to be quiet but that doesn't matter as there is enough heat/cold to regulate the room. Hotel Bulgaria is a first-rate accomodation. Great central location, clean modern rooms and a very helpful, multilingual desk staff round off the establishment. The only minus is its location along the pedestrian mall. Be very careful with your belongings.
