I am not a 4 star hotel person and expected basic hotels travelling through SE Asia but this hotel brings its down to a whole new level. This really is a no frills hotel. We stayed at the Rama around Christmas 2008 as part of a Laos and Cambodia trip with Adventure Company. Location wise, it's not exactly close to the action but no more than 10 minutes walk, so not an issue. Staff are friendly and helpful although their English is limited (but a lot better than my Lao).
