Agree with other comments, its a run down hotel especially in the rooms. Just started renovating 2 rooms this month. I am sure it will take a few years. Adequate for Beihai, not up to the standard of other Shangri-la hotels, but similar in standard to Beihal, tired and in need of a makeover.
