We spent a week at the Oxana...it was a very long week. The place is better than "terrible," but more than "some problems" and really not "OK," so I'd give it 1.5 radio buttons. The previous review from 2004 is still valid in some respects - location, compulsive room inventory, nearby metro, etc. However, the prices have skyrocketed and the Oxana does not offer good value, though little in Moscow does despite its being the world's #14 most polluted city.
The ever-present smoking is noxious and offensive, and the Russians are just now discussing whether or not to make non-smoking spaces available for those who chose not to be poisoned by the airborne assaults of inconsiderate addicts belching clouds of killer toxins. The smoking often makes dining a misery. No wonder there's so little attention to vehicle emissions in Moscow's worse-than-LA traffic gridlock.
There is a huge older hotel (Cosmos) a block away which offers some variety...
