Phitsanulok doesn't have a lot to chose from, and we liked the Topland. It is attached to a mall with easy access to shopping and restaurants. It is also walking distance from the Wat. Stayed here with SmarTours. We were a triple and the room was comfortable for the three of us. Just an average hotel room, maybe a little dated, but we were just there for one night, so no big deal.
