Life is about managing expectations. We read the reviews and went in expecting a tiny little town with a big house on the hill. That is what we got. Culebra is surprisingly backward for being part of the US. Don't expect much and you won't be disappointed. It has amazing beaches, nice people and cats and chickens crossing the road.... more
