Is Cottiers wheelchair accessible and have is there accessable toilet facilities

Yes. There are two doors at different levels. The higher door gives access to the bar from the garden area and road level without steps and the lower door gives access to the toilets including the accessible one. Inside the bar there are steps (approx 6) going down to the lower door so accessibility from the bar to toilets entails going out into the garden area and down the slope to the lower door. There is a wheelchair lift beside the internal steps but I’ve never seen it in operation and that area is cluttered with high chairs etc. Hope this makes sense.
