The match is actually Tuesday, not Thursday (19:30 British time). As there are over 20 qualification matches happening at the same time (including an England match), I doubt that Germany-Austria will be at the top of the agenda of English pub goers.
In our B&B we offer foreign language channels in guest rooms, amongst them ARD which will broadcast live. I am sure some other B&Bs and hotels also offer foreign stations. So it is worth checking with your accommodation provider.
On the other hand, as you are coming from Graz, you may regret ever having watched it :-)

Any Bath pub showing football tomorrow night will be showing the England game.
I got a flyer through the door the other day from the Royal Oak Widcombe (on Pulteney Road). There are several screens/TVs inside and out in the garden so you MIGHT be able to get them to flick one of them over to the Germany match.
They linked to this website (which looks as if it ought to be able to tell you what the pubs in Bath are showing).
