Pizza originated in Napoli, and that's where the best in Italy is still to be found. I don't eat it in Rome.
To answer this question would require eating a number of times at every pizza place in Rome, and life is too short.
Look for the crowd of locals and go there
l have tasten it at Rosso Pomodoro at Largo Argentina in Rome , consider l'm from Naples,and it was realy delicious.
We ate pizza a few times at lunch when we were in Rome in October, but didn't find the 'best' pizza .... regrettably :(

On my recent trip to Rome, I ate at a pizzeria called Ciro just around the corner from the Tritone fountain at Piazza Barberini. I tried it because it advertised authentic Neapolitan style pizza, cooked in a wood-burning oven, etc.
I've enjoyed several pizzas in Naples, and indeed the pizza in this place was as good as any of the pizzas I've had there. Highly recommended.
We ate pizza at Zio Ciro - I think it might be a chain, but it was good pizza. The one where we went was very close to Piazza Navona - it had a heated outside terrace - we were there in January this year.

A couple of good leads there - just wish the GBP was a bit stronger.

It's burnt! We ate a few pizzas that looked like that, but as mentioned above, I didn't think we ate the "best pizza" in Rome.
