We are going to Lapland in January - will leggings and fitted tshirt tops suffice or do we need actual thermals?

Hi,
January and February are the coldest months in Lapland so I wouldn't go without thermal. If you have several layers clothing (on top of your thermal underwear) it's easy to adjust to the current temperature.

If your leggings and t shirts are made of 100% polyester or (merino) wool, then they are fine.
If they are made of cotton, then they are a poor choice indeed.
Cotton is OK if you don't sweat (that much). We still use it, no problem. But polyester or merino are best for any sporty activities. For really heavy exercise polyester better than merino.
Silk gets mentioned sometimes, but as a thin material it's only good as a balaclava or glove liners when skiing (or photographing - no need to touch the cold camera body with your bare hands).
You wear cotton as your base layer in Rovaniemi Pasi?
Sure. Or some sort of cotton-elastane-mix. May I ask why not? When dry it's soft, warm and comfortable.
You can wear whatever you like dude, just curious.
