Tallinn: the Old Town has by far the greatest concentration of sights and attractions.
In Helsinki, head for Kauppatori market and surrounding area (Senate Square, Uspenski Cathedral, etc.) From the shore by the market you can catch a water bus to the Suomenlinna fortress islands.
The Old Town is the obvious answer, but if you have three days
you can go to the open air ethnographic museum which is accessible by city bus and pleased me a lot. Unlike other such museums this one is in a woody place near the sea, it is not
crammed but naturally situated and the houses are real and not
replicas. You can ride bycicles if you don't like walking a lot ( and
it is quite a lot ).You can eat and drink in the old pub,small choice
but you will be tired and it will cheer you.
