“ guatemala and belize in 3 weeks? ”

i will be flying into guatemala city and out of belize, so want to max my time. plan is to do antigua, highlands, tikal, (1 week) then onto belize for diving on cayes (2 weeks). i that realistic?
Is it best to fly direct to belize, (from guatemala), and travel west to tikal and back...........or fly guatemala to flores and then hop east after tikal, to belize?
are there any good diving livaboards in belize, i.e. reasonably priced and good for the solo traveller? thanks in advances. R
