I think it's to do with the Mumbai attacks the terrorists made multiple entry's on tourist visas. That's my understanding of the situation.

It was implimented to stop terrorists coming and going as they pleased.

There are various reasons behind this ruling by the Indian Government, anti terrorism, tourists illegally living in India to name just two. Unfortunately, these are the rules and there's not much we can do about them.

Quick update, it appears this rule has been extended for another 12 months, Indian Government announced new members to Tourist Entry on Arrival Scheme, and confirmed continuing with restrictions for repeat visitors until 31st December 2012.

Other travel arrangements including permit on arrival for travel to protected states like Manipur continued until 31st Dec 2012.

Well there was a report in the Herald (I think) between Xmas and New Year that they were thinking of changing the rules again (*sigh*) and issuing only ONE MONTH visas to all western europeans. Aparently they have over 1400 russians who came for 3 months and never went home and this has prompted the change.

Well that was the most frustrating thing - in the newspaper report it said something along the lines of "... in order not to single out the Russians the new rules would be applied to all western europeans...." nice to know they are being fair. But then you cannot believe everything you read in the papers, " WWII bomber found on moon - Sunday Sport c. 2006 " being a prime example, so maybe it will never happen, but if it does will the validity be from date of issue or date of entry?
