“ Dress code outside the hotel ”

We travel a bit and we always try to be respectful of the dress code of the countries we are in.
We are going to be there at Christmas. I know this is the coolest time of the year and there is little change that I will be in shorts even IN the hotel.
However, I was reading that you should be in long trousers or skirts outside of the hotel. I have a few pairs of "peddle pushers" . Will those be ok?
I also read that women should wear long sleeved shirts. I know that in mosque that would be necessary. However, is short sleeves ok for walking around town?
