My girlfriend and I stayed here at the beginning of June and had an overall great experience.
We took the train from Montreal, which was the first leg of the trip. Since we arrived during rush hour, we opted to walk to the hotel from the station and it took about 15 minutes. The walk is slightly uphill, but it isn't too bad.
Check in was easy, and we were upgraded to room 1730 and granted access to the lounge on the 23rd floor.
As others have mentioned, the lounge at this property is great. If you are gold/diamond it is granted automatically, otherwise you have to purchase a room rate with it included. I would go the extra mile to get access to the lounge.
The lounge offers great views of parliament, the river, the citadel and old town. It is arguably the best view in the city. Each morning the lounge serves breakfast, it is a traditional cold breakfast with meats, cheese, pastries, fruit, coffee, tea, and juice. In the evenings the honor bar is open, with snacks from 1700-1900. The snacks varied day to day, but one day they had snow crab legs, and another they had sausage links. The staff in the lounge are friendly and helpful. It was nice having the concierge in the lounge as there was no wait unlike the concierge in the lobby.
The room was ok, nothing over the top but it served its purpose. The only downside I can think of with the room was the noise from outside was especially loud. The glass on the windows must be thin, but I could easily hear traffic, even though we were on the 17th floor. The other downside is the number of channels available. I understand we are there to go out and see the city, but it would be nice to have a few more channels than the basic broadcast channels such as nbc, abc, espn, fox and global. Maybe a movie channel, or something like TLC/Discovery would work.
The elevators can be a bit of a pain, but when you have 23 floors, with at least 25 rooms it is understandable that there may be a bit of delay.
The hotel is in a great location. It is right next to parliament, which has free tours in English/French. We also visited the citadel, which offers guided tours, I think they are 8 or 9 bucks but it is worth it. There are some great views of the river and a lot of history. Old town speaks for itself, and is easily accessible. There are plenty of shops and restaurants.
I didn't use the pool/spa/weight room but they looked to be ok. The pool may get a bit crowded if they have a high capacity.
We were given vouchers for the onsite bar, Allegro, and were glad we used them. We ended up having drinks a few nights of our stay, and our bartender, Gilles, was by far the nicest person we met while in Quebec. He treated us well at the bar, even though there was a slight language barrier, he joked around with us and gave us tips on the city. One evening he showed us a shortcut to the theater so we could avoid walking the whole way in the rain and even gave us two bottles of water. The drinks at the bar are reasonably priced, not much different than in the lounge and there are always people in the bar in the evening. If you have an hour to kill, I recommend stopping by for a drink or two.
I would stay here again if I were in Quebec. The only thing I would do differently is i would rent a car and explore more outside of the city. But this hotel will easily suit anyone looking to explore Quebec City.

Firstly, thank you for your comments. It is always constructive to read what people have to say about their visit at the Hilton Québec. I am pleased to hear you enjoyed your stay and will let Gilles at the Allegro Bar know that you had great comments towards him. As for the view form the 23rd floor, you are right! It is, by far, the best view of Quebec City.
