Just got back from a four night stay at the Alif - lots of positives to report, and just a few negatives!
+
The location - at Campo Pequeno, close to the airport, just two stops on the no 91 Aerobus (€3 which then gives you unlimited bus travel for the rest of the same day that you arrive - or was it for 24 hours? I'm not sure, but it's a good deal!)
It also cost us €6 for a taxi to the airport when we left, and took ten minutes - better than the bus!
Campo Pequeno is where Lisbon's bull ring is (bull fights every Thursday evening if you're into that, plus occasional rock concerts). It has a metro station (€1.35 return to the city centre, and takes about 20-30 minutes - 5 stops including one change).
Campo Pequeno also has a fairly upmarket shopping mall and food court in the basement, including a supermarket - which all stays open until 2300 every day including Sundays - very useful for late drinks and snacks! Plus there are two rodizio (Brazilian BBQ) restaurants in the same street as the Alif too. The area seemed perfectly safe at all times.
OK the hotel - it's big, modern and fairly characterless, the rooms are quite small (well ours was!) but well equipped in a chain hotel kind of way - decent bathroom, good shower etc -no minibar though, which meant we couldn't cool the beers we bought in the supermarket (although the Alif does have a bar) Internal soundproofing was good, the hotel was busy but we didn't hear a squeak out of other guests once in our room.
We paid about £39 a night including breakfast, which is a buffet served on the 9th floor with great views of the city, at least of the business district. Breakfast is OK, good coffee and pastries but not much hot stuff - don't expect the 'full English' here!
We found staff to be perfectly helpful and friendly, despite other reviews here, again in a chain hotel sort of way - it isn't a boutique hotel but then doesn't charge those kind of prices!

The major problem for us was noise - we were on the 5th floor overlooking a very busy street, which did keep us awake unless we shut the double glazed window. We suspect that you should maybe ask for a room on as high a floor as possible and also at the back, and accept a view of the dustbins as payoff for a bit of peace and quiet - also we had a very big aircon unit on our balcony, which on closer examination seemed to be feeding 3 other rooms as well as ours! It was very noisy when operating, so maybe ask for a room without the aircon unit on the balcony, as we don't think they all had them.
Overall it was pretty good value and in a good place as long as you don't mind being slightly out of the centre - we'd stay there again at the price, but we would negotiate our room carefully at check in!
