The hotel is probably the only budget option if you want to stay within walking distance of the sights in Monte-Carlo. It is actually across the street from Monaco, inside the French border, but you won't notice that. Monte Carlo's sights ('sights' used in a loose sense of the word) are in walking distance, but there is an uphill walk to get to the hotel even with the myriad lifts and escalators dotted across the city. The palace is furthest to get to, but the casino is only 15 minutes walk away, and the port only 10. Taking the lift down to the port is the best bet for food as there is no choice near the hotel (save the hotel food and an overly expensive sushi place) - and there's a grocery store at the port too as a last resort!
We stayed one night in a 5th floor junior suite. It was very spacious, had a decent view, and clean bathroom. Has an informal atmosphere in reception, where sometimes you can feel as though you're intruding on a private chat between the employees. Parking was a problem - the station car park is the only option, but not that close.
I'd recommend staying in a much nicer hotel in Nice for the same price, and popping over to Monte Carlo for half a day.
