I stayed at the Diplomat for an extended period of time during winter 2011-2012. The rooms are large and comfortable - definitely not luxury, but highly functional. Bathrooms are okay - showers frequently leak, especially from the floors above, but again highly functional. Ask for a room with a view of the Baetyrk - the rooms have large windows and the views are nice. It's unclear housekeeping's schedule - some days my room was cleaned, other days it was not. Also be careful of the laundry service - my clothes were bleached and starched until they were unrecognizable and often unwearable.
Besides the general manager, bell boys and the front desk staff, the rest of the staff at the Diplomat is pretty abysmal. Ordering room service is a test of patience for even the most laid-back consumer, and when the food (or menu, as you have to call to order that!) comes, it's pretty inedible and ridiculously over-priced. Staff at the hotel bar in the lobby are rude and unhelpful. The breakfast buffet is borderline inedible as well - the spread is mainly Russian / Kazakh breakfast foods you can find at a supermarket - anything extra you might need (for example, an apple) will cost you extra.
Certain luxuries - e.g., hotel chauffeur car - do not exist at the Diplomat, so if you are a non-Russian speaker and want ease, not necessarily the best place to stay. Also no gym at the hotel which can get frustrating if you are there long-term (and it's the winter!)
In sum, good value for money, especially as compared to the Rixos Astana right next door, which is twice as much and the service is very similar.
