We stayed at the Med Cezir (pronounced med-jez-eer) hotel located at Tevkifhane Sk. No 6, which is basically right across the street from the Four Seasons, and just 100' from the Baths of Lady Hurren where the Government Carpet Shop is located.
We were there three nights (the 2nd to 4th of November), and stayed in room #8, which for us was a double bed with shared bathroom (only three rooms share two bathrooms, one with a shower/bath) on the third floor. We paid 60L per night, which included a very nice breakfast.
The room was clean, comfy, and quiet (at the back of the hotel) as were the bathrooms. The common areas were also clean. We were given fresh towels everyday. There was lots of hot water.
The stairs are very steep to the third floor, but from there you can access the rooftop terrace, which has an extraordinary view of the Blue Mosque and Hagia Sofia, as well as some archeological excavation next to the Four Seasons. The terrace was unfurnished for the winter, but still a lovely place to sit in the morning and look at the view.
Erol, the owner, and Sabo, the assistant, were incredibly nice and hospitable, and we ate dinner one night in the cafe which was tasty, if expensive (though fairly normal for Sultanahmet). The meze platter was a nice sampler, including some things we hadn't had before.
We would heartily recommend this hotel, and will stay there again when we're in Istanbul next. (Which hopefully is soon!).
