I stayed at the Hotel Victoria for four nights, and there were advantages and disadvantages to the experience, which it seems important to share. On the plus side, it is very centrally located, close to the Ramses train station (useful for trips to Alexandria etc), it has several quiet rooms away from Cairo's traffic noise, and it is a good value-for-money mid-range hotel; anything much better will make a dent in your finances. There were several negatives, mainly the food. Breakfast was basic but adequate, but the other meals were poor in quality. The problem here is that Cairo is a very tiring city, and it is very tempting to remain in the hotel for dinner after a day's sightseeing. However, the dinners are not very good, and I contracted minor stomach problems after eating their soups and pasta. The staff range from helpful to rude and threatening. Most of them were affable enough, but one waiter/cook at the restaurant made it clear that he couldn't wait for us to leave so that he could go home. Similarly, the English of the receptionists is not always very good, so speak simply and clearly; one of them didn't hesitate to threaten me ("you will pay in one way or another") when she wrongly got the impression that despite standing there with a £100 note in my hand, I was intending not to pay for the Internet session I'd just had.
So, if you're on a limited budget, consider the Victoria; but tread carefully.
