Eco Inn Cusco is brand new and generally very nice modern hotel, but it was so cold in the room that I really cannot give it a rating better than 2. A smallish electric heater failed miserably at heating a very large room with chinky windows. And it was affixed to the wall opposite the bed so it was not possible to move it closer. I asked for an extra heater but never got one. To add insult to injury, the cleaning staff stubbornly switched the heater off every day so that every afternoon we had to get back to an ice cold room.
Two more minor disappointments were a ridiculously small LCD TV hanging on a wall good five meters away from the bed head and the keycard refusing to open the room door every afternoon so that I had to go all the way back to the reception to have it reprogrammed.
There was an oxygen can in the room available for $14 in case of acute altitude sickness (never needed it). The breakfast was very good.
The hotel is located about 10 minutes of walk away from the historic center (Plaza de Armas) along a wide but not very picturesque Avenida el Sol. Or you can take a taxi for 3 soles (about $1).
