I stayed at the Citadel Inn in September of 2010. This was my first visit to the Philippines and I was on a budget - I (honestly!) didn't know this hotel was in the "Red Light District" of Makati. Having said that, I never had any trouble from anyone in or outside of the hotel - just be wary of the persistent shoe/trinket "salesmen" wandering around the streets outside.
With regards to the location - During the day, it's actually not too bad at all. There are a few nice places to eat nearby - Filling Station, Shakey's & Jollibee. There's also a 7/11 right outside the hotel, which is handy for picking up toiletries and whatnot. At night, the mood changes and the place gets busy. I wouldn't say it was seedy, just lively.
As for the actual hotel... Nothing like how it was portrayed on the website. The site makes the place look 10 times better than it actually is. When I arrived and checked in, one of the staff took me to my room. It took about 5 minutes for the elevator to reach the ground floor. As soon as I stepped into my room, I noticed a giant red cockroach run from under the sink cabinet and into the bathroom. Not a good start, but I let it slide. I was too tired to care, having not slept at all in almost 2 days.
Fast forward a couple of days - I woke up to make myself a coffee using the prehistoric kettle type thing the room was equipped with, and - no word of a lie - a mouse dropped out of the damn cupboard above the kettle, landed on the counter, fell onto the floor, ran between my legs and scooted into the bathroom. I'm not a squeamish guy, but that scared the absolute crap out of me. Needless to say, I didn't see the mouse again - nor any living cockroaches - but they're there. I left some half eaten fruit out on the table whilst I went out for the day and when I came back, there was cockroach crap all over the fruit / table.
Don't order food from the hotel either. I'm not fussy when it comes to food, but the one time I got room service, the food was atrocious. Barely warm, nasty slop. I only used the room service for beers and water, which are relatively cheap - but can be bought cheaper at the 7/11.
Now, from all this, you'd think I'd be complaining. Not at all - sure, it was a bit dirty... But it was my first visit and I found it all part of the experience! I saw the humour in it and still look back on the trip with fond memories, despite the dodgy room! I also met an awesome pinoy worker (Joey) who was a genuinely friendly bloke, cleaned the room every day immaculately and was a fellow Beatles fan.
God bless you Philippines & Citadel Inn - I'll be back! (Though I'll probably be staying in another hotel!)
I'd go for a beach resort next visit. The city is a bit dirty & there's not much to see.
