We ended up at the Topaz as our driver strongly recommended it. We stayed two nights and the food both for dinner and breakfast was excellent. A good mixture of Sri Lankan food and European style. In general I find Sri Lanka does this better than some of the other Asian countries I have visited.
Considering we got the room for two plus the food for $50 per night I don't find I have much to complain about. Yes I would agree the rooms are dated and stale, but don't smell. Basically we rise, eat and get going for the day.
The service of the staff is excellent. With the present strife in Sri Lanka many of the hotels must be struggling to survive with the low tourist numbers.
My main complaint would be that the beds are too hard, and ask for a second pillow, which they will supply. Also one other oddity was the charging the same for alcaholic and non-alcaholic drinks.
