We stayed at the White Marsh Hampton Inn for 3 nights beginning on Sept. 20th, 2007. Pros: The bedding was very soft, very close to tonnes of restaurants, great shopping ("The Avenue" with lots of yuppie shops like Pier One, Borders, terrific restautants), breakfast staff were warm and earnest. Room had additional cable channels, such as HGTV.
Cons: The hotel is old, worn carpets in the hallways, and the room amneties seem dated. Not that convenient to downtown Baltimore (about 30 minutes at a minimum), plus you have to pay a $2 toll each way, which got a bit tiring after the tenth time. Pool closed after Labour Day (not advertised). Room lacked fridge & microwave.
All in all, it was OK, but we stayed at the H.I in Frederick.Ft. Detrick one night which was superior (see review). For my money ($150 / night) I would probably stay at one of the BWI airports if visiting Baltimore, since the price was cheaper and it was closer to Baltimore.
The breakfast ladies really are lovely though.
