Rental cars are readily available from the King Khaled International Airport, where you'll find international car rental companies such as Avis and Budget. A number of the larger hotels in Riyadh also have car rental desks as well. If you plan to drive in Saudi Arabia, you will need an international license. When renting a car, you will also need to purchase the insurance and collision/damage waiver (it is not mandatory). Car accidents involving personal injury can become quite a headache, both figuratively and literally. If you have the misfortune to get into an accident, unless you are somewhere extremely removed from the populace, you will need to get a police report. Sometimes, both parties are jailed until the fault is determined.
Long story short, however, driving in Saudi Arabia can be a very dangerous affair. In fact, Saudi Arabia has one of the highest vehicle/roadway fatality rates throughout the world. Many drivers are poorly trained, or lack any sort of driver's training at all. Proceed with caution if you choose to drive.
Taxis are readily available throughout the city. If the taxi is not metered (though it should be), be sure to agree on a reasonable rate before beginning travel.
