The general layout here is pretty easy to grasp. Petchkasem Road runs parallel to the water a few blocks inland, and Damnoenkasem Road runs across it and heads to the beach. North of Damnoenkasem are the prime shopping and dining establishments, and west of Petchkasem are the busses and trains.

That begin said, you can definitely navigate Hua Hin on foot. If you prefer to catch a ride, you can always hop into a songtao (pickup truck taxi), tuk-tuk, motorcycle taxi, or samlor (trishaw).

Rental cars are available at most of the resorts, and rental motorbikes can be found at stands along the beach.

An orange public bus runs half hourly between Hua Hin and Phetchaburi flat short fares 30THB and  2 hours to Phetchaburi 50THB.

The public songtao runs frequently, town centre to the Hua Hin airport and in the other direction to Khao Takiab which is the southern end of the Hua Hin beach area.  It costs 10THB a trip.
