Anthony's Restaurent and Bistro on Route 3 in Plattsburgh is the closest to upscale Plattsburgh has to offer.  The lighted long taper candles on the tables add elegance to a comfortable multilevel room.  Service is efficient and friendly.  The wine list is extensive but with numerous reasonably priced selections; a nice touch, older wines are candled at your table.  The Long Island Duck won't disappoint, the blue cheese fillet was perfectly cooked, and the lobster with salsa was tasty but a little unusual.  Dress code is upscale casual.
